Senior Analyst

I worked as the Lead Analyst working with the Small Business Administration. This
Study consisted of providing analytical support to the Disaster Loan Servicing division within the agency. My particular role in this assignment, among other items, was to aid in the development and publication of the Performance Work Statement. Specifically, I was responsible for the entire contents of the various sections within the Performance Work Statement which included sections C-1 through C-6, the Quality Assurance Surveillance Plan, and recommendations into sections B, L, and M. These sections identified the cost/price information to bidders, instructions to bidders, and evaluation criteria respectively. This particular effort required site visits to Little Rock, AR; Birmingham, AL; El Paso, TX; Denver, CO; Santa Ana, CA; and Fresno, CA. This study was considered a Standard study as defined by the OMB A-76 circular and is expected to be solicited for competition in April of 2006.

Senior Analyst
This assignment consisted of performing a functionality assessment of the operations within this department. Our analysis included interviewing key personnel both within management and International Health Officers, constructing flow charts, organizational charts, operating procedures, and staffing plans. Additionally, we performed market research on similar functions to assess the viability of current processes, developed baseline costs and analyzed overhead costs to include direct labor, indirect costs, and reviewed the current charge back methodology to maintain the operating budget. We made recommendations for new business processes and developed new Position Descriptions as well as a new organizational chart. We determined what functions are considered inherently governmental in nature and which are considered commercial in nature. Furthermore, we determined new business processes and approaches to include future mission changes, resources, and costs and performed risk analysis of the effects our study would have on the internal and external organizations, work processes, and supporting contracts.

Analyst
This assignment was in response to the Centers for Disease Control, Atlanta, Georgia providing management and technical support for the development and implementation of Streamlined and Standard PWS (Performance Work Statement) Reviews and cost analysis. This effort included the collection of integrated data collection, employee interviews via Operational Audit Technique; and guided ad-hoc meetings with client key personnel. At the time, I was participating in and acquiring the elements of their activities to identify the requirements, standards, conditions of performance, and workload of a variety of various divisions and branches encompassing a wide range of employee career fields and expertise.

While assigned to the project, I provided management and technical support services to the National Institute of Standards and Technology, Gaithersburg, Md. This effort involved preparing this organization for competitive outsourcing via OMB Circular A-76, Cost Comparison. I employed a daily methodology which included: Application and analyses of integrated data collection; employee interviews via Operational Audit Technique; and guided ad-hoc meetings with client key personnel. Additional skill sets utilized include development of Performance-based, Performance Work Statements, developing tree diagrams, flow charting current processes and procedures and manpower requirements determination analyses to identify workload.

    H & H Associates will charge a fee of 25% of the canididates first year's remuneration, payable in two parts. Half, payable on start and the other half after the three month probationary period.

    Where the candidiate is on an H & H Associates trainee scheme and the Company only pays expenses to the trainee, then the fee will be based 20% based on the current market rate that will be agrred with the company. 

    Under the trainee scheme you will be disginated a member of staff with a relevant degree who will work with you for a minimum of six months on a 9.00am to 5.00pm basis, paying only his/her travel expenses.

    All we ask is that you complete his training record on a monthly basis. If at the end of the six month period the company decides to give the trainee a full time job then H & H Associates will charge 20% of the first year's remuneration.
