Springfield, Virginia 10/02-07/05 Project Assignments Small Business Administration 2/05- 07/05 Senior Analyst I worked as the Lead Analyst working with the Small Business Administration. This Study consisted of providing analytical support to the Disaster Loan Servicing division within the agency. My particular role in this assignment, among other items, was to aid in the development and publication of the Performance Work Statement. Specifically, I was responsible for the entire contents of the various sections within the Performance Work Statement which included sections C-1 through C-6, the Quality Assurance Surveillance Plan, and recommendations into sections B, L, and M. These sections identified the cost/price information to bidders, instructions to bidders, and evaluation criteria respectively. This particular effort required site visits to Little Rock, AR; Birmingham, AL; El Paso, TX; Denver, CO; Santa Ana, CA; and Fresno, CA. This study was considered a Standard study as defined by the OMB A-76 circular and is expected to be solicited for competition in April of 2006. Health and Human Services 10/04-2/05 Office of Global Heath Affairs Senior Analyst This assignment consisted of performing a functionality assessment of the operations within this department. Our analysis included interviewing key personnel both within management and International Health Officers, constructing flow charts, organizational charts, operating procedures, and staffing plans. Additionally, we performed market research on similar functions to assess the viability of current processes, developed baseline costs and analyzed overhead costs to include direct labor, indirect costs, and reviewed the current charge back methodology to maintain the operating budget. We made recommendations for new business processes and developed new Position Descriptions as well as a new organizational chart. We determined what functions are considered inherently governmental in nature and which are considered commercial in nature. Furthermore, we determined new business processes and approaches to include future mission changes, resources, and costs and performed risk analysis of the effects our study would have on the internal and external organizations, work processes, and supporting contracts. Health and Human Services Centers for Disease Control 05/03- 10/04 Analyst This assignment was in response to the Centers for Disease Control, Atlanta, Georgia providing management and technical support for the development and implementation of Streamlined and Standard PWS (Performance Work Statement) Reviews and cost analysis. This effort included the collection of integrated data collection, employee interviews via Operational Audit Technique; and guided ad-hoc meetings with client key personnel. At the time, I was participating in and acquiring the elements of their activities to identify the requirements, standards, conditions of performance, and workload of a variety of various divisions and branches encompassing a wide range of employee career fields and expertise. National Institute of Standards and Technology 10/02-05/03 Junior Analyst While assigned to the project, I provided management and technical support services to the National Institute of Standards and Technology, Gaithersburg, Md.
